OFFICIAL: As we begin planning for the upcoming year, it's important to reflect on what we've learned from the previous year. The room murmurs in agreement. OFFICIAL: 1998 was a tumultuous year for the SEC, to say the least. FADE TO FLASHBACK: INT. STOCK TRADING FLOOR - 1998 The trading floor is crowded and chaotic. Traders are shouting orders, phones are ringing off the hook. A trader in his 30s, JIM, looks frazzled as he takes a call. JIM: (into phone) I don't care what it takes, just get me those shares. Suddenly, two FBI agents burst onto the trading floor, badges in hand. AGENT 1: (screaming) Everybody freeze! SEC, FBI! The traders look stunned as the agents make their way through the chaos, handcuffs at the ready. CUT BACK TO THE PRESENT: INT. SEC OFFICE - DAY OFFICIAL: That was just the beginning. OFFICIAL 2: (glancing at the computer) You're right. These numbers have been manipulated. CUT BACK TO THE PRESENT: INT. COURTHOUSE - 1998 A wealthy banker, JOHN, stands in front of a judge, looking sheepish. JUDGE: You've been charged with securities fraud, Mr. Smith. John hangs his head in shame.
