However, currently the Khanate is controlled by vast, sophisticated, convoluted and byzantine bureaucracy, headed by Council of Khan's Concubines, who, despite being exclusively female, do not actually perform any of the activities associated with term "concubine". All military and administrative posts are assigned on rotational basis, switching positions according to complicated procedure, relying on dedicated data-gathering institutions. Cafonia has attempted many naval exploratory missions, with little success. Its most recent and largest fleet has been redirected from its original mission to instead proceed with invasion of Empire of Tzadriel. Such a decision was produced by Tzadrieli economic stagnation, causing some local Tzadrieli leaders promising to rebel and establish peasant republics, allied to Cafonia, as well as conflict between factions inside Cafonian political system, hoping to use war to gather more power and control.
