Empress Maiovareia of Federal Dominion of Esalnira wishes to create a large coalition against the Cafonian Sea Khanate, which would include, beside Esalnira, Federal Empire of Tzadriel (represented by government in exile, as its territory is conquered by Cafonia), United Tribes of Bouxermon, League of Restrorigas, Grand Duchy of Skabak, High Kingdom of Vendinares, Viceroyalty of New Tzadriel, Duchy of Jatha, Duchy of Spastustia, Kingdom of Fonzia, Divine Principality of Amastavi, Uctusautian Republic, Duchy of Zwinde, Cerlichian Republic, Kingdom of Lentchia and Duchy of Kaldinguk. In reality, the primary purpose of this coalition is to spread and promote hegemony of Esalnira in the region, though that purpose should not be too transparent and obvious. Maiovareia's aim is to establish de facto Esalniran economic, political and military control all throughout the coalition. Particularly important are provisions about common currency and ban on unlicensed prophets. Fonzia, Amastavi, Uctusautia, Lentchia and Kaldinguk are already de facto Esalniran client states. Each member of the coalition has varying degrees of subservience to Empress Maiovareia, and she must navigate a veritable minefield of delicate negotiations, diplomacy, and cunning in order to keep the coalition together and focused. Efforts to gather the coalition members: 1. Fonzia, Amastavi, Uctusautia, Lentchia, and Kaldinguk are already de facto Esalniran client states. To secure their allegiance to the coalition, Maiovareia emphasizes the protection and resources under Esalnira's wing. They enjoy preferential treatment when visiting the Esalniran court, as well as enhanced trade opportunities, with Maiovareia offering lucrative economic privileges as incentives to consolidate their loyalty. 2. Bouxermon, led by Supreme Chieftain Moistin, vehemently protects its sovereignty and way of life. To gain Moistin's tentative support for the coalition, Maiovareia guarantees to respect Bouxermon's sovereignty and traditional practices. She holds a lavish state banquet for Moistin, showcasing Esalnira's wealth and power while assuring him that she seeks to strengthen their bond without sacrificing Bouxermon's independence. 3.
