It started as a quest/adventure in a point-and-click style set in glamorous environments of 1960s Europe, taking inspiration from Eurospy, Giallo, Poliziotteschi and whodunit thriller genres, with emphasis initially being put on atmosphere. Another game was in development at the time, a hybrid of quest, life simulation and dating game. Due to its setting being less defined and more generic, it was decides to merge the two projects, taking the plot and atmosphere from the first one and mechanics and gameplay from the second. Due to the game's being focused on life of elite society, an economic component was added. Not particularly significant at first, this aspects was getting more and more work done on it, turning almost into full-blown economic simulator. Inevitably, this led to addition of elements of political simulator as well.
