Even if there were a couple of dozens of knights who were better than him or on his level, being in the top 20% is still impressive. Aemond may also fall into the top 15% or 20% of warriors in his time. While neither he nor Daemon may have been exceptional enough to be remembered in history, this does not make them mediocre. Both were still skilled and accomplished knights.
