Below the emperor, the Empire is divided into duchies, each ruled by a duke or duchess. Each duchy, in turn, is subdivided into counties, governed by a count or countess. These counties are then further split into baronies, controlled by a baron or baroness, who are responsible for the administration and governance of their respective barony. The smallest subdivisions are the lordships, ruled by a lord or lady. While these titles might typically be associated with the hereditary aristocracy, the legal framework of Tzadriel explicitly states that they are administrative and military positions, designed for the efficient and impartial running of the Empire.
